How Does an EAD Applicant Receive SSN Now?

It was previously possible for some EAD (Employment Authorization Document) applicants to automatically receive their Social Security card in the mail after their I-765 application was approved. This was part of the Enumeration Beyond Entry (EBE) program.
However, the Social Security Administration (SSA) paused the EBE program for many applicants in March 2025. This means that many EAD applicants now need to apply in person at a Social Security office to obtain their Social Security Number and card.
Here's a breakdown of the current situation
Automatic issuance pause: The SSA suspended the automatic issuance of SSNs for many noncitizens granted work authorization via Form I-765, effective March 18, 2025.
Contacting SSA: If you do not receive your Social Security card within 7 to 10 business days after receiving your EAD (if you were expecting it by mail), you should contact your local SSA office.
Adjustment of status applicants: SSA is continuing to process EBE-based SSNs for individuals granted legal permanent resident status on Form I-485 (adjustment of status), and any SSN requests submitted to EBE before March 18, 2025.
How to apply for SSN?
1️⃣ In-person application required
Individuals affected by this pause must now apply in person at a Social Security office to obtain their SSN. Find your local SSA office here. Check if your local SSA office requires an appointment.
2️⃣ Gather Required Documents
Visit a local Social Security office with your original documents: EAD, I-94, Passport or birth certificate, and proof of address (like a utility bill).
3️⃣ Complete Form SS-5
You can fill it out before you go, or at the SSA office.
4️⃣ Timeline
If you have to apply in person, you should receive your SSN card within two weeks after the SSA has verified your documents with the Department of Homeland Security (DHS). Delays possible if DHS takes longer to verify.
